Dennis Healy, NYPD Detective – Retired
Being a former member of the New York City Police Department – Emergency Service Unit, Mr. Healy helped to design and implement law enforcement technical rescue, and medical training programs.
He served as a Federal Protective Service CONTOMS Tactical Paramedic Instructor, and is/was certified by the State of New York, FBI, and Dept. of Homeland Security as an instructor in various police topics. He is a New York State Emergency Medical Technician Paramedic, and National Registry Paramedic, and has certifications as an Emergency Medical Technician/Tactical Paramedic.
He has done consultation, instruction and operational support in the field of public safety, and is an Instructor for Federal Protective Service Counter Narcotics/Terrorism Tactical Operations Medical Support Program (CONTOMS). He has conducted technical rescue training for Port Authority Police Emergency Service Unit including; high angle rescue, subway and rail emergencies, animal control, and protester/demonstrator situations. He has also taught tactical medicine programs for Homeland Security first responders, and First Line of Defense/Terrorism Awareness Training for NYC MTA.
Mr. Healy is also a CDP Law Enforcement Managing Civil Actions at Threat Incidents Instructor and a Long Island College Hospital trained Paramedic, who has assisted in the creation of technical rescue and tactical medicine training programs. He is a also trained as a Critical Care Paramedic in the inter-facility transfer of high risk patients.
Additionally, he is a Specialty instructor: Technical Rescue and Tactical Medicine, Law Enforcement Special Operations including: Tactical Operations (Special Weapons and Tactics), Tactical Medical Operations, Tactical Medic Training, Hazardous Material/Weapons of Mass Destruction (WMD) Operations and Instruction. Advanced Haz-Mat Life Support and instruction.Assisted in design and implementation of Emergency Service Tactical Paramedic Team.
Cross trained and interfaced with various agencies in the field of Haz-Mat (e.g. FBI, DEP, EPA) Investigation of Anthrax Homicide NYC 2001. Mr. Healy is FEMA Team (NY-TF1) rescue technician qualified. He transferred to Emergency Medical Rescue Unit in 1990 where duties included technical rescue, crime scene investigation and emergency medical support in the NYC subway system.
Cross trained and interfaced with various agencies in the field of Haz-Mat (e.g. FBI, DEP, EPA) Investigation of Anthrax Homicide NYC 2001. Protected dignitaries such as President George W. Bush, President William J. Clinton, Pope John Paul II, Fidel Castro, Prime Minister Benjamin Netanyahu, and Yasser Arafat.
